NY State PSC Chairwoman Zibelman leads the regulatory process redesigning the state’s electricity market, called Reforming the Energy Vision (REV). Facing a $30B cost to maintain NY’s electricity grid over the next 10 years, and keenly aware of the vulnerability of the grid after Superstorm Sandy crippled Long Island and southern portions of the state, NY sought alternatives to reduce the need for new infrastructure, maximize the utilization of existing assets and encourage clean energy, and created NY REV.
Last month, NY PSC Regulators approved the creation of new revenue models for the utilities. A fundamental change in how utilities will earn a return, the new model incentivizes utilities to maximize efficiency programs and encourage the deployment of third-party resources such as rooftop solar and storage.

Prior to joining the NY Commission, Ms. Zibelman was a founder, past president and chief executive officer of Viridity Energy, Inc. Previously, Ms. Zibelman was the executive vice president and chief operating officer of PJM. Ms. Zibelman also held legal and executive positions at Xcel Energy, served as general counsel to the New Hampshire Public Utilities Commission, and was special assistant attorney general in the Minnesota Attorney General’s Office.
