Ms. Kelly has been president and CEO of the APPA since April 2014. She is the first woman to hold the position in the association’s 76-year history. Prior to becoming president and CEO, Ms. Kelly was APPA’s senior vice president, policy analysis and general counsel. In that capacity, she helped APPA and its members in energy policy formulation and policy advocacy before the Federal Energy Regulatory Commission (FERC), federal courts, and other governmental and industry policy forums.
From 1998–2004, Ms. Kelly was a principal with the Washington, D.C. law firm of Miller, Balis & O'Neil, P.C. She represented cooperatively and publicly owned electric utilities and their trade associations, as well as other governmental entities, assisting them with restructuring-related issues before the FERC, federal appellate courts, and state public utility commissions. From 1995–1998, she served as the senior regulatory counsel for the National Rural Electric Cooperative Association (NRECA). She represented NRECA before the FERC, state public utility commissions and courts, and served as a liaison from NRECA to many industry groups.
Dr. Robert Marlay is a career member of the US Government's Senior Executive Service. At the US Department of Energy, he is currently director, Office of Climate Change Policy and Technology. He is also the US director of the US-China Clean Energy Research Center, a bilateral initiative to encourage research and development collaboration and accelerate advanced technology development and deployment in both countries; and represents the United States in a number of international fora in the fields of energy, science, and climate change. He is also an Ambassador to the U.S. Clean Energy Education and Empowerment (C3E) Initiative for Women in Clean Energy, and has championed its growth since its inception in 2011.

Due to the logistical needs of this event and therefore, our financial obligations, last-minute changes will increase our costs. To help us keep costs down:
*Online registration will close at 5:00 pm on Monday, March 6th.
*All registrations must be done online; we do not take registrations off the phone or at the door.
*WCEE welcomes substitutions if someone cannot attend. However, substitutions or additions to name-tags after 5:00 pm, Friday, March 3rd will be hand-written.
*Requests for registration refunds must be submitted before 3:00 pm, Monday, February 27th but we'd be happy to have you send a colleague in your place! (The Hilton Hotel requires us to confirm and pay for meals by Tuesday, Feb 28th -- that's why we cannot refund monies after 3:00 pm, Mon, Feb 27th.)
