Ellen Berman

Ellen Berman has served as President of the Consumer Energy Council of America since its founding in 1973. Under Ms. Berman's leadership, CECA is recognized as one of the leading public policy organizations in the nation focusing on the energy, telecommunications and other industries providing essential services for consumers. Ms. Berman pioneered a process for developing public policy on contentious, high-stakes issues through consensus of the major stakeholders in the public and private sectors -- from such divergent interests as consumer and environmental organizations, Congress, federal agencies, state regulatory commissions, utilities, manufacturers, research organizations, academia, and small business and industrial users. That unique consensus process is utilized in each of CECA's consensus building forums.

Ms. Berman has led a series of landmark public policy studies on a broad range of critical energy and telecommunications issues, resulting in over 500 reports, technical, economic and policy analyses, public testimony, brochures, pamphlets, articles, official documents, consumer guides and op-ed pieces. Prior to joining CECA, Ms. Berman served on the legislative staff of a U.S. Senator and on the program staff of the OEO Poverty Program. She is an active member of the Aspen Institute Energy Policy Forum, the Cosmos Club in Washington, DC, and the Council for the Arts at MIT. Ms. Berman holds a B.A. from Barnard College of Columbia University.

Kevin A. Ewing - Partner, Bracewell & Giuliani, LLP

Kevin A. Ewing is a Partner in the Washington, D.C. law offices of Bracewell & Giuliani. Mr. Ewing focuses on: Neutralizing environmental risks in transactions and development projects; Curing systemic environmental problems through improved compliance infrastructure, corporate governance, and auditing/performance measurement; Disclosing environmental issues effectively in SEC and sustainability reports; Identifying and solving compliance issues under the Toxic Substances Control Act and NEPA.

Mr. Ewing works on behalf of companies in the manufacturing, energy, and services industries in the U.S. and abroad, with specific emphasis on LNG, chemicals, heavy manufacturing, fertilizers, and multinational issues. He typically advises business leaders and senior legal management on matters driven by corporate strategy or involving commercial negotiations.

In addition, Mr. Ewing provides a broad spectrum of regulatory advice to the firm's manufacturing, commercial, and municipal clients under the major federal and certain state environmental statutes relating to water, waste, dangerous substances, and environmental impacts.

Mr. Ewing is fluent in German, reads French, and has a master's degree in European environmental law. In 2005, Mr. Ewing received a Burton Award for Legal Achievement for his contributions to superior legal writing. Mr. Ewing leads environmental seminars (1-3 hours) on a range of legal topics of interest to in-house counsel and management.

Juanita Boyd Hardy - Principal, Tiger Management Consulting Group, LLC

Juanita Boyd Hardy helps organizations implement sustainable change through business process and technology enablement. She brings her expertise in managing large, complex transformation initiatives from over thirty-one years of corporate experience with IBM, where she retired in June 2005.

Recently, she completed a business process assessment for the State of Maryland's Office of Equal Opportunity in the State Highway Administration. This was in support of its transition from a paper-based system to an automated compliance tracking system. Her efforts provided a solid business case for how new technology could enhance operations and overall client satisfaction.

Currently, she is working with a small business accounting firm to help meet its strategic growth goals through initiatives aimed at documenting and improving its business processes, developing a skills management system to assist in recruiting and workforce development, and introducing technology to improve overall workflow and efficiency.

As a Principal in IBM's Government Consulting Practice and a member of IBM's Worldwide Organization Change Leadership Team, Juanita has led many organizational development and strategic change engagements. Selected clients include the District of Columbia, the State of New York, IRS, Hawaii Medical Services Association, USAA, City of Detroit, and IBM, as part of its own transformation. Her experience also includes software development and systems engineering with clients ranging from the White House and Capitol Hill (Senate, House of Representatives, and Library of Congress) to US Postal Services and the Pentagon.

In addition, Juanita was a lead facilitator at the 2005 World Economic Forum kick-off session, which engaged global leaders to identify and prioritize the top issues facing the world. She was a member of the facilitation team for the Clinton Global Initiative held in September 2006. Also in 2006, Juanita facilitated meetings in Hartford, Connecticut and Little Rock, Arkansas for the Health/Care Working Group to gain citizen input to a report that was prepared for Congress and the President on solutions to address health care nationally. In November 2005, she facilitated a workshop for the US Chamber of Commerce and the International Economic Development Council to develop a re-build strategy for the Gulf Coast in the aftermath of the Katrina-Rita disaster. And recently, in December 2006 and January 2007, she was producer for the Houston meeting, as part of a multi-city meeting for the Unified New Orleans Planning (UNOP) Committee to get citizen's input, in New Orleans and displaced, on the redevelopment of New Orleans.

Juanita is a certified consultant by IBM's Professional Consultant Certification Program. She also holds a certification for the Inside-Out Coaching System, a world leader on coaching and training professionals for breakthrough performance. She was a professor at IBM's prestigious Executive Consulting Institute in Palisades, NY. Additional leadership positions include: Advisory Council for the Women's Council on Energy in the Environment. Member of AmericaSpeaks Board of Directors. Member of the Art Advisory Board for the University of Maryland University College. Former IBM sponsor representative to Women Executives in State Government (WESG) and Chair of its Sponsor Advisory Council. Member of the Leadership America's Class of 2001. Helen Howes - Vice President, Corporate Environment Health & Safety, Exelon Corporation

Helen Howes joined Exelon Corporation as Vice President, Environment, Health and Safety (EH&S) in July 2003. Howes has 25 years experience in environmental management, environmental strategy/policy development, environmental planning and sustainable development work. At Exelon, Howes is responsible governance and oversight of the environment and safety function across the company. In this function, she is responsible for environment and safety compliance, environmental auditing, development of corporate environment policy and strategy, as well a programs on climate change, internal energy efficiency and recycling, and external stakeholder outreach. She sits on the Board of Directors of the Pennsylvania Environment Council and the Board of Trustees for the Illinois Nature Conservancy. She is also a member of the PA Governor's Energy Advisory Board and the Advisory Council of the Women's Council on Energy & the Environment.

Howes previously served as Vice President, Sustainable Development, for Ontario Power Generation.

Howes received her Masters Degree in Environmental Studies from York University, Canada in 1977, and a BS in Aquatic Biology from Queens University, Canada in 1975.

Suedeen Kelly - Commissioner, FERC

Suedeen G. Kelly is a Commissioner at the Federal Energy Regulatory Commission, confirmed to a term that expires June 30, 2009. Previously she was a Professor of Law at the University of New Mexico School of Law, where she taught energy law, public utility regulation, administrative law and legislative process. She also worked with the law firm of Modrall, Sperling, Roehl, Harris & Sisk in Albuquerque from 2000 through 2003. In 2000, Ms. Kelly served as counsel to the California Independent System Operator. In 1999, she worked as a Legislative Aide to U.S. Senator Jeff Bingaman.

Prior to joining the faculty of the Law School, Ms. Kelly served as Chair of the New Mexico Public Service Commission, which regulated New Mexico’s electric, gas and water utilities. She had been a lawyer in the Office of the New Mexico Attorney General and with the New Mexico firm of Leubben, Hughes & Kelly. She also worked for two years in Washington, DC, upon her graduation from law school.

Education: University of Rochester, B.A. with Distinction in Chemistry and a J.D. cum laude from Cornell Law School. She is admitted to the bars of New Mexico and the District of Columbia.

Melinda Kimble - Vice President of Programs, UN Foundation

Melinda Kimble is Senior Vice President for Programs at the UN Foundation. She oversees the program areas of health, population, the environment and peace/human rights. Melinda joined the UN Foundation in May 2000. Prior to joining the Foundation, she served as a State Department Foreign Service Officer, attaining the rank of Minister-Counselor. Ms. Kimble served in policy-level positions in the Bureau of Economic and Business Affairs, overseeing multilateral development issues and debt policy; in the Bureau of Oceans, International Environment and Scientific Affairs (OES), leading environmental negotiations (e.g, Climate Change Conference, Kyoto, Japan, 1997). Ms. Kimble's assignments abroad include Cote d'Ivoire, Egypt and Tunisia. She speaks French and Arabic and holds two masters degrees: Economics (University of Denver) and MPA (Harvard's Kennedy School of Government).

Martha A. Madden - President of mMadden Associates, LLC

Martha A. Madden, a National Security and Environmental Consultant, is President of mMadden Associates (offices in Washington, D.C. and New Orleans, Louisiana.) Martha's areas of expertise are in governmental affairs, environmental management, health education and economic development. Shirley Neff - President and CEO of the Association of Oil Pipe Lines (AOPL)

Shirley Neff became the President and CEO of the Association of Oil Pipe Lines (AOPL) in November 2006. In addition to her responsibilities at AOPL, Ms. Neff is a member of the National Petroleum Council and the federal Biomass R&D Technical Advisory Committee, chair of the Subcommittee on Infrastructure and End Use. She serves on the advisory board of the Center for Energy Economics at the Bureau of Economic Geology, University of Texas at Austin and is Senior Associate with the Energy and National Security Program at the Center for Strategic and International Studies.

Prior to joining the AOPL, Ms. Neff held the position of Adjunct Professor and Research Scholar at the Center for Energy, Marine Transportation and Public Policy (CEMTPP) at the School of International and Public Affairs (SIPA) at Columbia University. Previously, she spent seven years as the economist for the U.S. Senate Committee on Energy and Natural Resources where she was responsible for oil and gas policy, international energy security and climate change, renewable energy policy and energy tax matters.

Ms. Neff has extensive private and public energy sector experience having worked in economic and policy positions for Shell Oil Company, the Interstate Natural Gas Association of America, and the Kansas Corporation Commission. She is a Senior Fellow and past President of the United States Association for Energy Economics (USAEE) and has written and lectured extensively on energy policy matters both domestically and internationally.

Branko Terzic - Global Regulatory Policy Leader, Deloitte & Touche, LLP

Branko Terzic is currently Global Regulatory Policy Leader in the Energy & Resources Group of Deloitte & Touche, LLP in Washington DC. A former commissioner on the US Federal Energy Regulatory Commission (1990-1993) and Wisconsin Public Service Commission (1981-1986) Mr. Terzic served as the first Chairman of the State of Wisconsin Racing Board (now the Gaming Commission.) Prior to joining Deloitte, he was Chairman, Chief Executive Officer and President of the Natural Gas Holding Company Yankee Energy System, Inc. (subsequently acquired by Northeast Utilities, Inc.) An internationally recognized expert in energy security, Mr. Terzic has recently served as Co-Managing Partner for Energy & Infrastructure in Deloitte & Touche Central Europe (Prague) and has lectured or consulted on energy policy, management and regulatory issues in the US, South America, Russia, Western and Eastern Europe and China. A Professional Engineer and a Fellow (FRSA) of The Royal Society Arts (London, UK), he serves on the Board of the Center for the Advancement of Energy Markets (Washington) and the Battelle Energy Advisory Board (Columbus, Ohio). His column Terzic on Strategy appears regularly in New Power Executive. Mr. Terzic holds a BS in Engineering and University Distinguished Graduate honors from the University of Wisconsin, Milwaukee. He served as a Captain in the US Army Reserve was qualified as a Foreign Area Officer.
