Oil & Gas Sector Pandemic Impact and Response


The COVID-19 pandemic has resulted in a steep drop in fuel demand at a time when geopolitical and other economic factors also contribute to strains on the oil and gas industry. As the industry responds while continuing to operate it faces numerous challenges both due to market forces and the particular demands of operating in the midst of a global public health crisis.

Join WCEE for a discussion with experts on the oil and gas market and regulatory issues. We will discuss COVID-19’s impacts on the oil and gas sector, the industry’s response, and possible roads to recovery.

Celeste Marshall has been with the American Petroleum Institute (API) for three years as an Economic Advisor, covering a variety of international energy issues.  Her current focus is on assessing the market impacts of the global oversupply and demand decline of oil, and analyzing US energy trade policy. Before API, she worked in the Economics section at the Department of State in the Bureau of Near Eastern Affairs and the US Embassy in Paris.  She graduated from Youngstown State University with a master’s degree in economics after a slight detour to work at Walt Disney World as a character performer.


Sarah Morgan is an experienced securities lawyer with Houston-based Vinson & Elkins where she focuses on capital-raising transactions for clients in the energy industry and other sectors. Sarah represents public companies, private companies, investment banks, management teams and private equity in all forms of capital-raising transactions, including IPOs, registered offerings of debt and equity securities, private placements of debt and equity securities, preferred equity investments, at-the-market continuous offering programs (ATMs), tender offers, exchange offers and private debt exchanges. She advises clients, including public companies and their boards of directors, on securities disclosure, corporate governance, and compliance matters.
