Energy Storage Financing and Regulation


Continued expansion of renewable energy has also increased interest in new energy storage technologies and expanding the use of existing storage technologies. More storage capacity can help better integrate cleaner energy production into our grid and help bridge short-term mismatches between supply and demand.

Join WCEE to hear from energy finance and regulatory lawyers Rabeha Kamaluddin and April Kim of Greenburg Traurig about financing challenges for energy storage systems and the status of energy storage regulation.

The speakers will discuss the drivers behind the boom, contract structures, construction risks, and solutions that promote bankability. They will also provide an overview of current regulation of energy storage and discuss participation of these resources in the regulated wholesale electricity markets across the United States. Independent system operators/regional transmission organizations have proposed different approaches to managing energy storage impacting how energy storage assets may earn revenues, and the operational characteristics of the services energy storage provide that significantly impact system design, configuration, and operation. Our speakers will offer forward-looking insights on the changing landscape for energy storage and avenues to engage in the development and modification of such rules.

About our speakers:


April B. Kim, a Shareholder at Greenburg Traurig based in its Los Angeles office, focuses her practice on energy industry transactions, including mergers and acquisitions, project development, and finance. She represents clients in both renewable and non-renewable energy transactions. April’s experience includes drafting and advising on credit agreements, security agreements, purchase and sale agreements, joint venture agreements, tax equity transaction agreements, and commercial project contracts, including EPC agreements, O&M agreements, supply agreements, and power purchase agreements.


Rabeha Kamaluddin, a Shareholder at Greenburg Traurig based in its Washington DC office, has deep experience in a broad range of administrative, judicial, and transactional matters, primarily in the energy industry. She focuses her practice on energy regulation, compliance, and enforcement matters, regularly representing clients before the Federal Energy Regulatory Commission (FERC) and various state public utility commissions. Rabeha represents energy clients, including interstate oil and natural gas pipelines and storage providers, liquefied natural gas (LNG) exporters, refiners, jet fuel shippers, public utilities, transmission owners, independent power producers, and state power authorities, in virtually all stages of the regulatory process and government investigations. She assists clients in oil/natural gas pipeline and electric utility infrastructure development, helping clients to navigate open access policies and FERC compliance and enforcement rules and policies.
