Janna Chesno joins Latham & Watkins with over a decade of experience in all regulated aspects of the US natural gas, liquefied natural gas (LNG), oil and products pipeline industries. Her experience in these areas primarily includes rates, tariff, certificates, and regulatory litigation. She also regularly counsels clients on policy, environmental, safety, corporate compliance, enforcement, and due diligence matters. In addition to her oil and gas practice, Ms. Chesno advises US hydroelectric and electric industry clients on state and federal energy regulatory matters. Ms. Chesno also regularly represents clients in the US Courts of Appeals concerning the judicial review of agency decisions.

In recent years, Ms. Chesno has advised her clients on over $22 billion in investments in natural gas and power infrastructure. Ms. Chesno is adept at developing permitting and legislative strategies to minimize regulatory delay, and has extensive experience drafting and negotiating tariffs, settlements, and all manner of contracts related to natural gas and liquids purchase, sale, storage and transportation.

Prior to joining Latham, Ms. Chesno was in-house counsel to Dominion where she represented the LNG, natural gas, and energy marketing segments of the company in transactional and regulatory matters.

Ms. Chesno practices primarily before the Federal Energy Regulatory Commission (FERC), US Department of Energy (DOE), US Coast Guard (USCG), US Department of Transportation (DOT), Pipeline and Hazardous Materials Safety Administration (PHMSA), the Maryland Public Service Commission, and the Virginia State Corporation Commission.

Ms. Chesno serves on the Board of Directors of the Women's Council on Energy and the Environment, and teaches courses on natural gas regulation. Ms. Chesno is a former board member of the Energy Bar Association, and also participates in the Natural Gas Roundtable and the Women’s Energy Network.
