Mary Thekla Brosnan-Sell

Mary Thekla Brosnan-Sell is WCEE's Past President and has been a member since 2002.  She previously has served as President, Vice President, Secretary and as Chair of the Special Interest Group. 

Mary Thekla is the Chair of the Jefferson County, West Virginia’s Water Advisory Committee where she leads Jefferson County’s grassroots and educational outreach on local watershed protection, development of watershed groups, and utilization of best management practices to monitor water quality and support Jefferson County’s efforts to comply with the Chesapeake Bay Restoration and Executive Order, with a particular focus on West Virginia Department of Environmental Protection’s Watershed Implementation Plan to meet EPA’s proposed Total Maximum Daily Load reduction requirements.  She leads the collaborative efforts with County Commissioners, County Staff, Staff of State and Federal agencies such as WVDEP, West Virginia Conservation Agency, Region 9, and also with Congressional and State delegations.  She manages the grant applications and coordinates the administration thereof with grantors, non-profit organizations and Jefferson County Commission Staff.


In a previous position Mary Thekla managed proceedings before the Surface Transportation Board for a Midwestern electric cooperative including coordinating defense and aligned shippers positions regarding challenges to tariffs pertaining to Powder River Basin coal dust emissions.  She also managed board and compliance matters for the commodity promotion boards including the National Dairy Board, United States Soybean Board, United States Soybean Export Council, National Peanut Board, National Milk Processors Federation and a number of large farm cooperatives.


Mary Thekla has also over eight years of experience as a regulatory representative for a Fortune 500 utility with over 13B of assets including:  natural gas transmission, storage and distribution; electric; LNG and hydroelectric.  She represented the company’s interest before the Federal Energy Regulatory Commission, federal agencies, State Public Service Commissions and at energy trade associations’ events, including NAESB and MISO, and reported on technical conferences, congressional hearings and on parties’ positions by summarizing comments and procedural records.  She managed the company’s NGA Section 7 and Section 3 certificate applications at the state and federal level, and electric and natural gas tariff filings.


She also has served as the Executive Director of a Northern Virginia business organization where she lobbied local, state and federal government officials for increased funding for transportation and community revitalization and provided written and oral testimony at state agency meetings and to Virginia General Assembly Members.


Mary Thekla owns and operates a farm with her husband where she enjoys living close to the land and nature.
